Basically:  Adding some money to the equation can reduce progress,
instead of increase it, because everyone is reluctant to share
whatever they are learning.

Note that I am quite willing to contribute if it will help the
progress of work that a developer is already busy doing.  But
that is not the same thing as putting up a "bounty", and then
implying that everyone is supposed to go scrambling after that
money.
