You are on time. You have until May 3rd to submit a proposal. The Google Melange site has a calendar with all Summer of Code dates:

Be as specific as possible. Describe milestones and place them on specific calendar dates. Plan out what you'll accomplish, and make sure there's some extra space in the schedule.
