Right, so by default, new items get created in both pending-common and
pending-fedora, but it is a manual run that only happens every few months.  As
they are reviewed and processed, they tend to end up in both fedora and
common. There is a script which does some of the cleanup, mostly by deleting
the Fedora entry if a common one exists and is set the same.  I suppose it
should be smarter, actually moving things where they are different too.
