redhat/genspec: Rename DEBUG_BUILDS_ENABLED to SPECDEBUG_BUILDS_ENABLED

Change DEBUG_BUILDS_ENABLED to SPECDEBUG_BUILDS_ENABLED so that readers
understand it is passed into the spec file.

Rename DEBUG_BUILDS_ENABLED to SPECDEBUG_BUILDS_ENABLED.
