redhat/Makefile: Fix dist-brew & distg-brew targets

The dist-brew and distg-brew targets always require some variable
manipulation on the command line.  Hardcode DIST, DISTRO, and
SCRATCH_TARGET to always create a "RHEL9" brew build.
