I think we kept build reqs check even for non rpm cases because eg. config
building requires some of the buildreqs, and the buildreq check would provide
that. Also, some config options may change if you do not have some of the
buildreqs, like glibc-static from what I remember is one case, because some
kernel options depends on it. Having a sane set of packages installed always
ensure your configs are always the same/correctly created. So not sure it is a
good idea to remove the build reqs check even if you're not building the rpm
and just the configs.
