perf: Require libbpf 0.6.0 or newer

With libbpf 0.5 or older, feature-detection mechanism in tools/build
silently fails for some functions (namely bpf_object__next_map() and
bpf_object__next_program()), so fallbacks are used and that leads to
endless loop.

Make the problem visible during build by requiring libbpf new enough.
