sorry I don't know. I could trace it back to a commit in rhel-7 that @jwilsonrh did (commit 41ce43f3f46207e6e2a3223fddf57ab7e0b99155 - "[redhat] configs: adapt tooling for new config option layout"). Not sure if Jarod will remember about this...
