[redhat] configs: Enable GPIO_SIM as a builtin for s390/zfcpdump

271d689e ('fedora/rhel: enable I2C_DESIGNWARE_PLATFORM, I2C_SLAVE, and
GPIOLIB') was supposed to have done this but I must have missed it.
