[redhat] rh_messages.h: mark mlx5 on Bluefield-3 as unmaintained

The mlx5 pci device 0x15B3:0xA2DC should no longer be marked as
disabled.  This brings the status of this device up-to-date with the
hardware removal support project for RHEL-10.
