redhat/configs: Move CONFIG_PPC_FTRACE_OUT_OF_LINE_NUM_RESERVE to powerpc

The CONFIG_PPC_FTRACE_OUT_OF_LINE_NUM_RESERVE option added by upstream
commit cf9bc0efcce2 ("powerpc64/ftrace: Support .text larger than 32MB
with out-of-line stubs") is only relevant for powerpc so move it under
powerpc configs for RHEL.

This is consistent with Fedora configs where it already is in powerpc.
