redhat/configs: enable CONFIG_MTK_HSDMA and CONFIG_MTK_UART_APDMA on aarch64

Enable common DMA engine support for MediaTek peripherals.
 - Enable CONFIG_MTK_HSDMA as module
 - Enable CONFIG_MTK_UART_APDMA as module
