I am not sure whether it will directly help, but perhaps you need to
start understanding how the scheduler itself works. I suggest to read
this article:

IMO, it will give you quite good understanding of Complete Fair
scheduler, the current Linux kernel scheduler. CFS, also the the older
schedulers, manage the way task balancing works in SMP case.
