I have repeated the procedure of configuring for kgdb over ethernet from the start. I have copied the bzImage and System.map files of Development to Target and at Target I have mounted the '/' to /mnt and did the whole process you told.
Now when I boot the Target at kgdb enabled kernel it doesn't waits for the gdb from development machine to connects. That is it boots in the kgdb kernel till I get the Desktop screen and on the Development machine when I try to connect to Target (after the appearance of "Uncompressing Linux....Ok booting the kernel" message) it shows "Ignoring Packet error" but the Target continues to boot the kernel.
