If you are working on IPC-D-356, maybe you could leverage the work I did here: http://bazaar.launchpad.net/~bidulock/kicad/kicad-brian/view/head:/pcbnew/ipcd356.cpp The differences between IPC-D-356, IPC-D-356 + NTD, IPC-D-356A and IPC-D-356B are described in the comments in the file.
