The short time i have been reading the ML I have seen this issue a few times, I have been fooled myself and I know that a patch was issued and later retracted.
Storing every value except one in mm is just confusing. The proposed solution will not break *any* existing library. The file format is already not consistent with old versions of kicad. Please do not be afraid of moving towards something more consistent and please stop defending having bad design decision just because it has always been that way.
