I can't see that Andy has stated that. I see more a different definition than yours about the difference of part and component. Which users is KiCad trying to reach? I think both sides, the business world and hobbyists too and that's really great about KiCad. I'm not a employee within some professional PCB company, I'm really on the other side and I haven't got ever a well made technical instruction into PCB and EDA tools. All my knowledge is done by auto didactically learning by doing over the past 20 years. So two points comes into my mind. Firstly, let's make it beginners and hobbyists easier and give them some explaining about such fine differences. And secondly not only them, but also to the various i18n people. For me now that makes it not really simpler, in German we have not really different words for those two terms.
