This is also true on Windows/msys2, if kicad is built with 
-DUSE_WX_GRAPHICS_CONTEXT=ON
(and of course using a wxWidgets built with option --enable-graphics_ctx):

when moving mouse cursor, the screen is redrawn twice.

However these patches are a very good idea.
