I notice the jerkiness on WIndows! When you start panning, very slowly, by a little bit, there is a period when it looks like the view window tries to center itself, so it jumps back and forth between where it used to be and where the mouse is going, until it's far enough and it snaps out of it and at the same time the scroll bars appear.
