Google does not come up with this chip as a kicad lib that I can find. Two options.. If you know of a part from another package, then there are a few convertor utilities available that you could try.
or Take the nearest part from the xilinx lib that is already in kicad, and make a copy of it, then modify the copy to meet your needs.
