I can't quite understand what you are trying to do... You can create a circuit (or part of) and then select it and then use the other block commands on the right click context menu to make and place a copy of what you have selected.
Sheets are different beasts, you have to make connections via named connections between sheets, so you cannot simply duplicate a sheet, the names would get confused to say the least.
