that's normal.  any competent ISP in the philippines will
do that.  it's to prevent spammers from getting an
account and sending out spam from the ISP's subnet.  if
too much of that happens, entire ISPs can get their
subnet blackholed.  if you want to send email, use your
ISP's SMTP server.  if you don't like that, use gmail
(SMTP over SSL, which is not blocked), if you don't like
that, use your office SMTP server over a VPN.  if your
office doesn't like that, buy a VPS somewhere and send
your mail through that.

or send email through yahoo via yahoopops or similar.

lots of options.  you just can't use your home computer
as your own SMTP server.
