On which OS ? Linux? Windows? OS X?

As far as I know, a webcam is just a "streaming" device. It streams
JPEG-quality snaps in a matter of milliseconds (depending on the
type). But we never thought its a series of snapshots due to a
condition called "persistence of vision". And to keep this "picture
stream" to be somewhat "sane", the video source has to be locked up,
or else some snapshots will go somewhere else, or something or
"someone" can interrupt the stream, or "view" the "stream" in
parallel..

Do I make any sense? :D
