Not legally, and at pain of violating copyright of his/her company.

The GPL is an affirmative license, not a presumptive one.  It states
that one *may* distribute software under the terms of the license, not
that one *must* distribute.

Unilateral actions of an employee in distributing derived works in which
his/her employer is copyright holder would presumably trigger, among
other things, possible copyright violation actions against the employee.
