Might your bank have a CSV format option, sometimes called excel or spreadsheet, as the CSV importer does allow you to select a character set? Otherwise, I'm afraid there might be a wait for a fix, and for your distro to pick it up. Separately, 4.6.6 is pretty old-hat now and it might be worth looking for 4.7.2.
