How about always showing the tab but disabling anything that applies to

wrong (x100).
It's not that easy, as the online tab is dynamically added when a
mapping exists
and differs completely between the OFX and HBCI version. See attached
how this
looks for the KBanking backend supporting HBCI available in Germany
only.
Would it be reasonable to split the Online Settings tab? For OFX, The
Account Details and OFX Details subtabs remain as they are, and the
Start date of import section of the Import Details subtab either
remains or gets moved to the OFX Details subtab. The Import options of
the Import Details subtab could either become a new tab, or be moved
to the existing Options tab. For HBCI (which I don't use, so am not
familiar with the settings) I assume a similar split could be made,
perhaps it would be the Download subtab which remains, and the Payee
and Memo subtabs which move to an always present tab.
It's hard to comment on all of the above since I have no mapped accounts
and do not remember what is on the missing tab/subtabs.
I could see just adding the import options to the section already in the
Options tab. If it gets to crowded, maybe split the 3 Options sections
into 3 subtabs, "Import Options", "Tax Options", and "Budget Options".
I'm not sure how this will affect the tab(s) I can't see.
