I.          DESCRIPTION OF SERVICES


The Department of Information Resources (DIR) requires the services of three
Web Developers, hereafter referred to as Worker(s), who meets the general
qualifications of ITSAC Developer 2 Category, Emerging Technology Type and
the specifications outlined in this document for the Texas Department of
Health and Human Services (HHSC) Commission IT.  

 

            All work products resulting from the project shall be considered
"works made for hire" and are the property of the HHSC.  HHSC may include
pre-selection requirements that potential Vendors (and their Workers) submit
to and satisfy criminal background checks as authorized by the Texas law.
HHSC will pay no fees for interviews or discussions, which occur during the
process of selecting a Worker(s).

 

The primary goal is to provide IBM RAD 7 / WebSphere development & support
for the HHSC Medicaid Contract Administration Tracking System (MCATS.)  The
system is new development work, but will be incorporated into an existing
production application so some maintenance work will also be required. The
hired resource will work with existing staff as a WebSphere developer on the
HHSC Contract Administration Tracking System (HCATS / MCATS) WebSphere /
Oracle Application team.  The individual will perform the full scope of
development, monitoring, and administrative tasks related to the creation of
a STRUTS 1.3.x front-end / WebSphere middle using IBM RAD 7.  The JSPs must
comply with accessibility standards.  Additionally, this resource will be
called upon to assist the currently assigned project staff in the
preparation of system and user documentation.

 


WORKER SKILLS AND QUALIFICATIONS 


                  Work Description


.      Web Application analysis, design, and implementation in the RAD 7 /
WebSphere environment.

.      Perform all WebSphere development duties, such as create secure
Struts based JSPs, create action and business object classes, create EJB
Session and Data Access Objects, create and modify Oracle stored procedures
as needed, prepare documentation, and implement accessibility standards.

.      Knowledge transfer to HHSC technical staff.

.      Maintenance and defect resolution as identified.

.      Respond to other problems as identified.

 


Essential Job Functions:


.      The Medicaid Contracts Administration Tracking System (MCATS)
deployed to our production environment.

.      Required Supporting Documentation such as SRS

 

 


The services to be provided include, but are not limited to the following:


A.  Assist with production and documentation of the deliverables. 

B.  Perform full scope of development, monitoring, and administrative tasks
related to the creation of a WebSphere/Oracle Web-based application. 

C.  Work in an integrated, team-driven, development environment. 

D.  Duties will involve actions related to all parts of the applications
lifecycle (development, testing, implementation, maintenance, and limited
customer support). 

E.   Transfer knowledge to transfer to all intermediate/junior level
development team members. 

F.    Other duties as assigned.

III.       TERM OF SERVICE

Services expect to start approximately December 1, 2009 and are to be
completed by April 30, 2010.  Total estimated Worker hours shall not exceed
640 hours per worker.  This service may be amended, renewed, and/or extended
providing both parties agree to do so in writing.  

 

IV.       WORK HOURS AND LOCATION

A.     Services shall be provided during normal business hours unless
otherwise coordinated through the HHSC. Normal business hours are Monday
through Friday from 8:00 AM through 5:00 PM, excluding State holidays when
the agency is closed. 

B.     The primary work location(s) will be at the HHSC Commission IT
facility located at 701 W. 51st Building C, Austin, Texas 78751.  Any and
all travel, per diem, parking, and/or living expenses shall be at the
Worker's and/or Vendor's expense.
