The Department is seeking a consulting analyst to systematically analyze, in
totality, the Patient Protection and Affordable Care Act (PPACA), Public Law
111-148, including the provisions of the House Reconciliation Bill. The
purpose of this assessment is to provide a comprehensive list of the action
items in the bill that require consideration or implementation, in
particular related to Medicaid. The action items should include all issues
addressed through the PPACA and House Reconciliation Bill that require
immediate action or action in the future. The qualified candidate will
possess significant experience with regulation and policy analysis and the
associated gap analysis development.
Timely completion of the analysis is critical as some action items are near
term and others will require large implementation efforts with extensive
lead times. The contractor is expected to complete the analysis in 3 to 4
months. The Department may consider an extension of this contract at the
completion of the analysis.
The contractor is expected to be present onsite in Lincoln, NE to the extent
required to fully conduct and participate in the activities associated with
the contract. The Department will consider offsite work arrangements for
tasks that do not require substantial interaction with state staff in
Lincoln, NE. All such offsite arrangements must be prior approved by the
Department.
Duties: Under general direction, gather, define and document PPACA Health
Reform requirements (including the Reconciliation Bill). Develop a final
document that includes a gap analysis for Medicaid including a breakdown of
the regulation sections, the timeframe for implementation of the sections,
the agency or entity responsible for implementation, and the basic system
impact. For Medicaid-defined activities, summarize overall requirements and
assess the business and organizational impact as well as the system impact.
Provide recommendations, strategies, and approach for implementation
including programmatic and system implementation planning.
Requirements:
* Bachelor's degree.
* Three years experience (current within the last year) working
with a Medicaid agency or commercial health/casualty insurance
organization.
* Must have five- (5) or more years experience in working with
business clients and technical staff.
* Must have five- (5) or more years experience working
independently within guidelines and documenting program policy.
*Must have experience conducting complex regulatory analysis.
*Must have experience developing Medicaid business and
organizational impact analysis.
*Experience with Medicaid business processes.
*Experience doing Medicaid system impact evaluation.
*Experience developing recommendations, strategies, and
implementation planning related to Medicaid.
*At least two (2) years of experience as a Business Analyst
working with HIPAA Transactions and Code Set Rule
