Yep 4032 never had a patch based on master attached to it. So not so much lost
as never submitted, (As noted on bug 4032)
As far as point one goes, I would prefer separate bugs and patches for others.
Big patches are hard to test as we have learnt, separate bugs and patches make
for much easier testing and thus go into master a lot faster. Adding it to this
would mean the syspref would now not switch on just location information, but a
lot of other stuff that libraries may not want.
Point 3 will need to be resolved.
