When you return an item that was marked lost and charged to your account you're
credited the amount for the lost item.  This shouldn't happen all of the time.
I can think of some libraries that don't want to refund this money because they
used it to buy a replacement.  I think it should be a preference.

If not a preference then at least it shouldn't be refunded if they already paid
the amount.
