If an OPAC user has added tags to certain records, there's no reason why they
should not be able to use those tags to find them again even if the tags
haven't been approved or have been rejected. The only difference between
unapproved and rejected tags should be that they're not shown to other users.
A fix for this bug would make Bug 6379 invalid.
