Thx Colin for your quick response. There is a fundamental difference with this fee. The user cannot acknowledge it anymore as with a rental fee. He already agreed with this fee when he placed the hold. In other words, CanBookBeIssued does not look at it and AddIssue will just charge the fee via MoveReserve/ModReserveFill.
