In that case, I'd say reverting https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=18299 for 17.05 and 17.11 might be a better idea. I ended up just copying admin/env_tz_test.pl from an older version of Koha and ran that instead for the setup of the timezone and then deleted it again.
