When a record has multiple items and multiple holds, however, enough available (holdable) items to fulfill all the holds, a pop will still appear activating this reduction of loan period. If there are more than X holds, Koha should still look at the number of holdable item prior to activating this reduction of loan period. However currently, it is just going on the number of holds on the record instead of taking the other factor into play.
