By your results of your tests, I infer that Hold policy was set to "From any library" and Hold pickup library match was set to "Item's hold group" Maybe I got it wrong, but I interpreted that: 1) Hold policy determines who can place a hold. 2) Hold pickup library match determines where an item could be picked up.
