Patrons can cancel a request on the opac but staff are not notified of this,
and may have proceeded with fulfilling a request in the meanwhile. 

Create a notification to ILL staff / branch when a request is cancelled via an
opac user by email and via alert when they log into Koha, or allow the library
to disable this functionality.

Staff need to know if a request is cancelled so that request costs are not
incurred by the library. 

Unnecessary budgetary spend and Staff time wasted on processing cancelled
requests can arise because of this.
