In hindsight of the Covid-19 outbreak, it would be good to have a way to turn
off part or all of the transport cost matrix without having to rewrite the
entire grid and track settings that have changed.
We ended up saving and disabling every cell so we could do holds without
transfers while some of the libraries were closed and we had no courier. With
that said, I recommend:
* To have the ability to disable a cell, but not lose the value in the cell.
* Have a master switch that would disable all cells, but not lose the value in
the cells.
