To recreate:
1 - Place a hold for a patron
2 - Checkin the item/confirm the hold to set it to waiting
3 - Enable ILSDI
4 - Cancel the hold via ILSDI
item_id means the reserve_id
http://localhost:8080/cgi-bin/koha/ilsdi.pl?service=CancelHold&patron_id=5&item_id=193
5 - Successfully canceled
