The manual describes this field as: In ‘First issue publication date’ you want to enter the date of the issue you have in your hand, the date from which the prediction pattern will start. It would be nice to add a helper tool here with maybe a question mark (like Koha does in the Messaging Preferences by Digest) to let the user know what is really needed here.
