Perl also has the Unicode::UCD module, which also allows us to interrogate the properties of Unicode characters without using regular expressions. We support UTF-8 encoded characters throughout Koha, so may as well for the passwords, yes? It could also help users of Koha that use non-Latin alphabets, which would improve Koha usability globally.
