I'm not sure what you mean by adjusting the label of the checkbox. A reason with a value of "" or "0" is certainly valid in Koha, so we shouldn't prevent sending a notice just because that's how the library has set up the AV values. The default AV values support this, since one of them is already failing to send a notice. IMO it makes for extra unnecessary steps to require a librarian to both select a reason *and* check the checkbox. When the library could have their 'default' reason be the first reason.
