I agree that this problem doesn't sound like an issue with Koha itself, hence
doesn't require a bug report. Bug reports describe issues which can be resolved
by correcting code. This issue sounds like a support issue. Support issues can
be taken up with your support company (recommended) or on the Koha mailing list
(http://koha-community.org/support/koha-mailing-lists/).
