Ah, alas, due to the Debian packaging of https://packages.debian.org/buster/libcgi-session-serialize-yaml-perl, you cannot remove libyaml-perl and libyaml-syck-perl without removing libcgi-session-serialize-yaml-perl. I'm still not sure why we have to remove YAML or YAML::Syck.
