I agree that hold groups need to be counted as one hold, which probably means
modifying existing hold count code to always work like 'count_grouped', rather
than adding the new count_grouped subroutine.
I think for now there can be no limit to how many holds can be made in one hold
group because the borrower will still only get hold out of that group
fulfilled, however that can of course be discussed and changed in the future.
I'll just work on getting the functionality of placing, fulfilling, and
counting hold groups for now.
Will also remove the OPAC work acknowledging that that's being tackled in Bug
17217.
