Bug 31162: Remove duplicates from tools-home
This patch removes cataloging tools from the tools-home page where they
are now listed on the cataloging home page.
This leaves just two options in the 'Cataloging' section of the tools
home page, 'Rotating collections' and 'Upload local cover images'.
