People know that they can click links and screen readers will be happier reading something that reveals the purpose of a link. Maybe this would work? '<li><span>Job for uploaded file has been queued.</span><a href="/cgi-bin/koha/admin/background_jobs.pl?op=view&id=%s" target="_blank">Check progress</a></li>' The span I think would break this into 2 strings for translation.
