To replicate:
-Check that AllowFineOverride is set to Allow
-Lose item to patron so that they owe over the amount in noissuescharge
-Enter barcodes into batch item checkout for patron, and click Check out
-Click 'Checkout or renew' button on the Batch checkout confirmation screen
(keep all items selected)
-Note that no items have actually checked out
