Now that changes to patron restrictions are logged, it would be great if they
could be editable instead of staff needing to delete and re-restrict if they
need to make changes to restrictions.
Before filing this bug, I did also find bug 23622, seeking to make suspension
restrictions editable, but that seems potentially more involved since it
touches circulation rules.
