RedirectGuaranteeEmail
Enable/Disable sending emails to both guarantees and their guarantor. This does
not affect patrons without guarantors.
Even if RedirectGuaranteeEmail is set to "Enable", guarantee's message will not
be sent to the guarantor.
This feature would be very useful if it worked.
