Okay got that, I could rewrite it to be a DELETE with this syntax:

DELETE http://localhost:8081/api/v1/checkouts/{external_id}

But there is already an existing GET path using the path parameter for
checkout_id, would using the path for external_id not create confusion?

GET http://localhost:8081/api/v1/checkouts/{checkout_id}
